Somehow he managed to screw up וידבר and since there was some space the line before, tossed it up there instead?

Wait, I take that back. Someone *else* found a problem with וידבר and erased the bad one and rewrote a good one. Lines are too smooth. The original sofer had somewhat of a tremor.

No, not that...he would've written over the erasure if it was that.

My guess is that the issue wasn't the vayedaber - it was the placement of it: the break above was supposed to be the smaller kind of break, not the one that starts a new line (I forget the names. But I know there are two kinds of breaks between passages), so vayedaber had to be moved up. But since God's name was the next word on the next line, they couldn't rewrite any more of that line to make the margins match.

That was also my first impression: that it was a סתומה vs פתוחה mixup.
