Are you currently using any enzyme cleaner on the carpet to neutralize the urine (something like Nature's Miracle or Anti-Icky-Poo)?
If you are, you could let it dry completely, then try a carpet spot-cleaner. Just water and a scrubbrush won't get the job done, you'll only soak the carpet and the carpet pad with water and diluted wee. (The major selling point of a carpet cleaning machine is that it sucks the liquids back out again.)
If you're not using an enzyme cleaner designed to deal with such things, that'd be my first recommendation -- and later on, hire a service to come in and clean the carpet properly.
