Something about the structure of the feather vs that of the straw means it's harder to use a drinking straw to make a good quill that actually writes, so it's not necessarily a good thing to learn on. If you've got thicker plastic tubing you could give that a go, but by that point you might as well have bought feathers. Don't know if that counts as obvious.
Give it a go by all means, but you might be better off investing in a packet of feathers. It's coming on for Thanksgiving; if you're in the US, use google to find a turkey farmer near-ish to you, call them, and offer to send them a large SSAE and a bit of cash if they'll fill it with quills. Worth a shot. As it were.
