elaborate subterfuge
I want to get a bank account, for which I need ID. The bank will not accept most of my funny foreign ID, and will only take a passport and a credit card. I don't have a credit card.
W, though, has a bank account, and can apply for a credit card. Then he can apply for a credit card, in my name, drawing on his account. This is a credit card, and will fulfil ID requirements. Then I can get a bank account using this as ID, despite the fact that the bank will know no more about me then than they do now.
I guess if I were a money-launderer or a terrorist, it would be really, really hard to open a bank account.
