Queens, New York

Why does one city need a 68th Road, Park, Drive, Boulevard and Avenue, also a 69th Road, Park, Drive, Boulevard and Avenue, only not in that order, continuing in both directions?

Also, 104-20 68th Road can be on one of four blocks, each side of the intersection of 104 and 68th Road (fortunately there is only one 104). On a rainy night, this is a complete bitch, as we found out when trying to find a potential flat in torrential rain. There are many, many better ways of numbering a city, especially one pre-planned on a grid system, but Queens does it more or less at random.

It is apparently always either hot and immensely humid, or raining. Will prefers this to English weather, which varies between warm, pleasantly balmy, and raining. I cannot see why he prefers this.
