The Taxi and Limousine Commission apparently says it's because cabbies are "ambassadors for the city," so they have to present a good impression.
If cabbies (and, presumably, cabs) are really ambassadors for the city, could we start by taking away the cab-top ads for titty bars? Ain't nothing welcomes a girl to a city like a big sign saying "This City Welcomes Creepy Guys Who Want To Ogle Your Boobs."
